    "content": "Madam Temporary Chairperson, I beg to move: THAT, Clause 17 of the Bill be amended- (a) in the introductory clause by deleting the words “Each County Commissioner of an eligible county shall” appearing immediately before the words “establish and convene” and substituting therefor the words “The Board shall, in every eligible county”; (b) by deleting paragraph (a) and substituting therefor the following new paragraph- (a) the County Commissioner and the Governor who shall be co-chairpersons; (c) by deleting paragraph (e) and substituting therefor the following new paragraph- (e) a public officer employed in the respective county government with technical expertise in areas that the prioritized projects fall; and (d) by deleting paragraph (f) This is to ensure County Commissioner and Governor shall Co-Chair the County Technical Committee. Secondly, the amendment aims at providing nomination of public officers employed in the county government with technical expertise in areas where the prioritized projects shall fall to serve the County Technical Committee."
