    "content": "Madam Temporary Chairperson, I beg to move: THAT, Clause 19 of the Bill be amended - (a) in the introductory clause by deleting the words ‘The County Commissioner of an eligible county shall” appearing immediately before the words “establish a sub-county” and substituting therefor the words “The Board shall, in every eligible county”; (b) by deleting paragraph (a) and substituting therefor the following new paragraph- (a) the deputy county commissioner and the sub-county administrator who shall be co-chairpersons; (c) by deleting paragraph (b) and substituting therefor the following new paragraphs- (b) not more than two public officers designated by the county executive committee member with technical expertise in the areas of the prioritized projects; (ba) not more than two public officers appointed by the Cabinet Secretary with technical expertise in the areas of the prioritized projects; This is to provide for the Deputy County Commissioner and the Sub County Administrator to Co-Chair the Sub-County Technical Committee. Further, it also limits the number of public officers who may serve on the Sub-County Technical Committee."
