    "content": "Madam Temporary Chairperson, I beg to move: THAT, Clause 21 of the Bill be amended in the introductory clause by deleting the words “The County Commissioner of an eligible county shall” appearing immediately before the words “establish a Project Identification” and substituting therefor the words “The Board shall, in every eligible county” This is to ensure that it is the board that establishes the Project Identification and Implementation Committee and not the County Commissioner."
