    "content": "Madam Temporary Chairperson, I beg to move - THAT Clause 2 of the Bill be amended by- (a) inserting the following new definition immediately after the definition of the word “eligible county”- “First Policy” means the first policy determined by the Commission on Revenue Allocation under Article 216(4) of the Constitution in identifying marginalized areas for purposes of Article 204(2) of the Constitution; (b) by deleting the definition of the word “revenue” and substituting therefor the following new definition- “revenue” means the total revenue collected by the National Government including ordinary revenue and Appropriations in Aid. This is to provide the definition of the term first policy as applied in the Bill and “Revenue” as applied in the Bill and also provided in the Constitution."
