    "content": "Treasury has already requested Ministries and Departments to submit data on saloon vehicles and indicate those whose engine ratings exceed 1800 cc. This data will assist in identifying the number of non-compliant vehicles. To date, 24 Ministries have provided the requested data. This exercise is expected to be completed in due course, after which the Treasury will embark on collection on non-compliant saloon cars and also make arrangements for compliant replacements. It should, however, be noted that this exercise is part of a wider Government reform strategy currently being undertaken to introduce a new Government transport policy that will drastically reduce the transport budget which stood at Kshs8.3 billion at the end of the Financial Year 2008/2009 to approximately Kshs5.8 billion which translates to 29 per cent savings. Towards this end the new Government transport policy has been developed and is in the process of being submitted to Cabinet for approval. The policy aims at achieving and maintaining quality and reliability and cost effectiveness of fleet and service operations. If strictly adhered to, cost benefits will be realized in bulk purchase, discounts, fleet management and reduction in repair costs fuel and other related costs."
