    "content": "Thank you, Mr. Speaker, Sir. Mine is a very quick clarification or guidance from the Counsel for the Governor. When you look under Article 183 on the functions of the County Executive, which encompasses county governor, county deputy governor, and Chief Executive Committees (CECs), I invite him to give me an interpretation of Article 183(c). Mr. Speaker, Sir, allow me to read. It says- “A county executive committee shall- (c) manage and coordinate the functions of the county administration and its department.” So, I want to get clarification and guidance from the Counsel on the part of the interpretation and the role of the county executive or the county committee member."
