    "content": "(a) The total war against HIV/AIDS referred to as TOWA which is going to use Kshs1, 464,562,500. Uptake of the Anti-Retrovirals will be scaled up for both adults and children to 388,998 Kenyans out of which 350,545 are actually adults. The TOWA programme is going to improve the quality of life for persons infected and affected by HIV/AIDS and also mitigate adverse effects of socio- economic impact of HIV/AIDS. The TOWA project will strengthen governance and accountability in the national response to HIV/AIDS and mainstream HIV/AIDS in the public sector. Finally, it will scale up community participation in the national response to HIV/AIDS. (b) After following TOWA, NACC has got another initiative; the Great Lakes Initiative against HIV/AIDS famously known as the GLIA which is going to use Kshs27 million. This programme targets refuges and surrounding communities. Internally displaced persons and returnees will be able to access treatment and care programmes in the refugee camps besides assisting the surrounding host communities in Kenya. The GLIA will also facilitate management of HIV/AIDS in the region for easier interventions. Finally, it will support transport workers and the network of people living with HIV/AIDS through a capacity building programme coordinated at the regional level. The NACC has also got this programme in place. It is actually an IGGAD- originated programme that is a regional HIV/AIDS partnership programme referred to as IRAP. This is going to use Kshs11,180,000. IRAP is going to help improve access to HIV/AIDS prevention, care treatment and mitigation programmes for cross-border and mobile populations including refugees, IDPS returnees and surrounding host communities in selected sites in the IGGAD member States. It will also scale up and sustain the provision of services to the people infected and affected by HIV/AIDS by strengthening IGGAD and establishing a common approach to support this people in the IGGAD member States. The other programme by the NACC is on capacity building and community development which is going to use Kshs63,328,878. This is to strengthen HIV/AIDS response in local Government authorities, mainstream HIV/AIDS in the public sector, improve the quality of the lives of people living with HIV/AIDS and prevent new HIV infections. The overall objective of all the initiatives is to reduce the HIV/AIDS prevalence rate and give support to people affected and infected on a sustainable basis. The second programme which is funded by this Ministry is the Western Kenya Community Driven Development and Flood Mitigation Project which is going to take up Kshs1,192,246,622. This has two sources of funds; the IDA will provide Kshs994, 745, 8588 and the Government of Kenya will provide Kshs197, 500,764. Mr. Speaker, Sir, the Western Kenya Community Driven Development and Flood Mitigation Project is an initiative to empower the community in alleviating poverty and mitigate the perennial flooding menace in the Nzoia and Yala basins. This is the whole of Western Province, Bondo and Siaya districts in Nyanza Province. Further, the river training will be done in four sections; Nanjoni – 243 meters, Gatalani – 134 metres, Khainga – 263 metres and Siginga – 348 metres on the course of River Nzoia to reduce the flood incidents."
