    "content": "There are also 60 malaria interventions which will be implemented in the selected sub-locations in the project areas. Having identified the youth as a key resource in implementing these projects, youth action plans in 30 sub-locations will also be financed. To manage the river flow and minimize flooding in the lower flood plain of River Nzoia, ten check dams will be constructed during this financial year. Finances in form of grants will be given to implement the micro catchment action plans. The successful accomplishment of the foregoing will go a long way in realizing the project’s objective on empowering the community and alleviating poverty and mitigating the effects of flooding. Number three is the maintenance of the strategic grain reserves. This is for the national food security and this will take Kshs1,271,391,350; that is 100 per cent Government of Kenya funded. The food security in the country remains gloomy, owing to the poor rainfall performance and focus and the global high food prices. The strategic grain reserve is the foundation of our food security. The allocation has however dropped by 84 per cent. There is the relief food and rehabilitation which takes up Kshs1,326,258,385. The initiative goes hand in hand with the strategic grain reserves. However, the specific attention will be the provision of the emergency food assistance to the needy cases. Mr. Speaker, Sir, the rainfall performance has also affected how much food we have and we are working on this one with our development partners; the World Food Programme (WFP). I am glad to note that following the Presidential appeal for food assistance in January this year, the Chinese Government has extended financial assistance for the purchase of food to the tune Kshs241 million to be utilized during the current year. The current expenditure of Kshs350 million per month, the present allocations of Kshs1.3 billion will utmost last us three months. I wish to draw the attention of this House to the efforts being undertaken by the Government to ensure that relief food reaches all corners of the country. I applaud the Cabinet’s resolution to use the Military, the National Youth Service, Kenya Police and the Administration Police to ensure the food and water reaches drought stricken families. Five, the resettlement and reconstruction, which is the resettlement of the Internally Displaced Persons will cost, during this financial year, Kshs1,048,000,000. The African Development Bank (ADB) has advanced a loan and in this financial year, we will access Kshs783 million. The Government of China has given us Kshs225 million and the Government of Kenya, in her contribution towards the ADB Fund, has given Kshs40 million. This one will be used to resettle the people who have gone back to their farms. It will be used to build 19,000 houses in Molo and Burnt Forest areas over a period of three years beginning this financial year. In addition, basic farm inputs will be provided to the beneficiaries whose livelihood is farming-based to enable them pick from where they left. The Government has further received material and financial support; Kshs225 million from the Chinese Government. They gave us iron sheets for the resettlement of IDPs."
