    "content": "Mr. Speaker, Sir, the Departmental Committee on Labour and Social Welfare was constituted on 17th June, 2009, during the Third Session of the Tenth Parliament. The Committee is mandated to consider the following issues:- Labour, trade unions relations, manpower and human resource, planning, gender, culture, social welfare, youth, children affairs and national heritage, among others. In undertaking its mandate, the Committee oversees the following Ministries:- Ministry of Labour, Ministry of Youth Affairs and Sports, Ministry of Gender, Children and Social Development, Ministry of State for National Heritage, Ministry of State for Special Programmes and Office of the Vice-President and Ministry of Home Affairs. The Ministry of State for Special Programmes serves to co-ordinate the development of risk reduction measures and disaster management. That involves provision and distribution of relief food, maintenance of strategic grain reserve and co- ordination of the campaign against HIV/AIDS. The same sector experienced some challenges since the December, 2007 general elections, when the country was faced with post-election violence. That gave rise to internally displaced persons (IDPs) who relied on the Government for the provision of services and basic needs such as shelter, food and water. The reduction of food harvest in 2008 and the high increase in food prices were some of the challenges that the Ministry of State for Special Programmes faced. Despite the Government giving money through that Ministry to resettle the IDPs in 2008, there are people who have still not returned to their homes following the loss of all their properties during the post-election violence. The Ministry is central in ensuring that there is adequate disaster response mechanism and preparedness in the country."
