Speaker, in response to the question raised by the Member for Mwingi Central, the incident that he is talking about was caused by operational challenges, which have since been addressed. Most officers serving in security-sensitive areas are doing a good job. They are trying their best to do what is humanly possible. Sometimes we get operational challenges for reasons which I will explain in a short while. We got the identity of the victim of the shooting. I wanted to clarify because extrajudicial killings are sometimes mixed up with the fight against crime. This person wanted to kill police officers because he had killed many people."
