    "content": " The amendment seeks to ensure quality of education for all children locked out of school due to funding and other reasons such as lack of food. It also seeks to provide social support programmes like school feeding for children from arid and semi-arid areas such as north eastern and other dry areas where children drop out of school in search of food and water. It also proposes to increase the allocation of bursaries from 35 per cent to 40 per cent and introduction of learners’ social support programme."
