I want to remind the Assistant Minister for Foreign Affairs and the Ministry that, indeed, there is a Director of Diaspora at the Ministry of Foreign Affairs and all our missions have a diaspora desk. Unless he is saying that the Accounting Officer and the Minister are out of the country - which is one thing - but they have a budget. That is why we have a diaspora desk in all our missions. Therefore, it is incumbent upon our Government and, particularly, the Ministry of Foreign Affairs to take care of the welfare of those Kenyans who are out there. It is not an issue of money."
