Wamalwa canvassed the same issues in this House the following day; 26th October, and the hon. Speaker directed that a Government Statement be issued today. The hon. Member for Konoin, Dr. Julius Kones also alluded to a report by the Controller and Auditor-General on the Kazi kwa Vijana Programme. As noted in my Statement here last week, poverty in Kenya has a predominantly young face with one in every three poor Kenyans being a youth. This means that the youth have a higher than the national average poverty rate of 51 per cent. The youth suffer under unemployment and experience the highest rate of unemployment at 21 per cent down the national average and 38 per cent of our youth are neither in school nor in work. Mr. Speaker, Sir, how to turn our young people into engines of growth is probably the greatest challenge of our time. As far as the Kazi kwa Vijana Programme is concerned, allow me to inform the House that this project is being implemented in two phases. The first phase of the Kazi kwa Vijana Programme began in March, 2009 and went on for just over a year. It must be clearly understood that this was an emergency intervention to respond to the results of severe drought. Hon. Members will also remember that in 2008, we had a post-election crisis. There was also an international economic meltdown that affected the entire world. Other countries responded differently to the crisis. In the US, President Obama responded with a US$800 billion stimulus package. We do not have that kind of financial might. We responded in our own small way. The"
