    "content": "Mr. Speaker, Sir, I emphasize that the expenditures considered ineligible amounted to 4.08 per cent of total disbursements. Of this 4.08 per cent, the part with integrity or procurement issues amounted to Kshs107,026,997; that is 1.35 per cent of the total disbursement. Those were the expenditures with integrity issues. These expenditures were incurred by the implementing Ministries. I repeat that these expenditures were incurred by the implementing line Ministries. The audit raised no queries touching on the Office of the Prime Minister in regard to the project."
