    "content": "Mr. Speaker, Sir, the World Bank has informed the Government that they had initiated internal review to determine what had occurred in this incident and whether disciplinary action should be taken. Last week, it was reported here that there were 14 items which were being queried by the Bank. Those 14 items have now been reduced to five. Those five are also here. Two of them are basically publicity contracts to publicize the projects. The Bank says that the payment is ineligible as it was not in the procurement plan approved by the World Bank as required by World Bank Procurement Procedures. It was confirmed that the contract award was in order. In other words, the contract award was in order except that it should not have been paid using the World Bank funding. It should have been paid using the Government of Kenya counterpart funds. Mr. Speaker, Sir, the second one is the same thing and they say the relevant documentation was subsequently provided to the Bank. The third one was called parallel media which is also about publicity. They say that original documentation was provided to the Bank. Only the fourth one which has to do with a staff, Mrs. Rachel Gesami, is where they say payment is ineligible as the Bank policy does not allow payments or top up to Government employees. The fifth one has to do with a conference for the youth which was supposed to have been held in Nairobi but was cancelled at the last minute. They say that Kshs900,000 was used for that purpose. They said this activity was ineligible as it was not an agreed activity to be financed from the project. It was confirmed that the event was cancelled the last minute. Mr. Speaker, Sir, that, therefore, accounts for the Kshs20,623,600. The Bank has explained what they mean with ineligible expenditure and what they mean with questionable expenditure. There was no single questionable expenditure in this project. I basically wish to confirm that this letter clearly confirms that there was not a single cent of this money from the Bank that was misappropriated."
