I wish to stress that the World Bank review makes no findings that the funds in question were lost or stolen. His findings are that the relevant expenditures should not have been paid out of the World Bank project funds. There is nowhere in his Press Statement dated 24th October, 2011, or in the documents that I have tabled today that the World Bank states that it found fraud or corruption in the project."
