    "content": "Mr. Speaker, Sir, when you look at the Prime Minister’s Statement at that time, there was clear admission that, without improved monitoring and control measures at that time, funds had been lost. I remember putting this question to the Prime Minister at that time. I am referring to page 4065 of the HANSARD, which is partly the record of this House’s proceedings of that day. I told the Prime Minister then:- “I am glad that the Government has realised the weaknesses in the KKV Programme, particularly lack of involvement of the local leadership, the area Members of Parliament, councillors and other grassroots leaders to cure these weakness. Could the Prime Minister consider channelling these funds through the CDF structures, where we have Members of Parliament and other leaders, for purposes of transparency and accountability?”"
