    "content": " Thank you very much, Hon. Speaker. I also want to appreciate the Cabinet Secretary for coming to the defense of a community that has been a subject of attacks across. However, that is not the question. The question to the Cabinet Secretary is, while we appreciate and empathise with the economic status of the country and the challenges that the Ministry faces in regard to balancing and reinstating the contractors back to site, there are regions that construction of stalled projects has resumed because of the change of their priority from the Government of Kenya (GoK) to Fuel Levy. What criteria does the Ministry use to allocate particular roads to Fuel Levy, which is almost available and let others remain under GoK and then wait to engage with development partners abroad so that they can resume duty? What criteria do they use?"
