Ichung’wah that the next time he wants to inform me, he should do so at my intellectual capabilities not over mundane things like that. This is because those are things that I just raise in passing but I talk about issues of substance. I have a problem with the proposed amendment to Section 117(9)(a) of the Traffic Act, which provides that if any unauthorised person removes a notice affixed on a vehicle or tears or defaces a notice, they are guilty of an offence and liable, upon conviction, to a fine not exceeding Ksh200.
