    "content": " Thank you, Hon. Deputy Speaker. I second the Motion on the Consideration of the Public Finance Management (Ulinzi Prime Health Services Fund) Regulation, 2023. I do not want to run the risk of repeating what the Chairman has ably and substantially covered on what was deliberated before the Committee and the Report that was tabled in support of this Motion. I would like to add that this Fund, according to the Regulations, will be exclusively utilised for its purposes and objects. There will be no diversion of the usage of this Fund. The most important thing to also note is that this Fund will be solely administered by the Principal Secretary on behalf of the Board.
