    "content": "Mr. Speaker, Sir, because the project had been originally designed to be implemented by different Ministries, the World Bank suggested that we then stop the implementation of those projects and have this money taken back to the World Bank. This is the World Bank procedure. Money goes back to the World Bank. The Bank reverts that money back to the Government through the Treasury, and the money would then be taken to Ministry of Youth Affairs and Sports. The letter in question was drafted in consultation with the World Bank and the Treasury. This is the letter which came through the Prime Minister. So, it is a matter of reorganizing or re-engineering the project. It is not that the project is being cancelled or the money is going anywhere else. The World Bank will be happy to confirm what I am saying."
