"content": " Thank you, Hon. Temporary Speaker. I will be very brief. On capitation, which the Cabinet Secretary talked about, the Chairperson knows we are doing very badly because the disbursement is at 46 per cent and 53 per cent in some schools, while in others it is at 18 and 19 per cent. This is about tuition and operations as per a recent circular. This will certainly affect practicals, as mentioned yesterday. Let me congratulate the Chairperson because this Statement brings an assurance of many frightening issues like distance. Regarding examiners, I want to ask this Parliament: When the supplementary budget comes, we support the Ksh3.8 billion allocation to KNEC. If we give them that money, it is an assurance that, for the first time, examiners will be paid on time. As you heard, 290 teachers had never been paid. However, they were paid last year. I want to ask this House to support the Ksh3.8 billion allocation in the supplementary budget. Let it be prioritised for payment of teachers. Regarding supervisors, the Ministry of Education and TSC should factor in the transportation and allowances for teachers moving to and from - twice a day for all those days. The Chairperson should note this. Hon. Temporary Speaker, as I finish on the issue of space and marking centres, there is a congestion problem. I want to acknowledge that they have increased the number of centres. At the same time, let them increase payment for every script the teachers mark. That way, they will be home and dry.
