    "content": " Thank you, Hon. Temporary Chairlady. Clause 8 speaks to the appointment of a non-executive chairperson appointed by the President. Remember we said that the Director-General of the Authority is the Chief Executive, who is a technical person. The phrase “non-executive” in the description of the chairperson of the board has been included in terms of execution or enforcement, so as to give leadership and to chair. We cannot restrict the President too much such that the board cannot operate other than with a pharmacist. Hon. Temporary Chairlady, if you can chair this House in plenary as well as you are doing, why not chair this board? The amendment to Clause 6 makes it seem as if we are creating jobs for pharmacists. The original Clause 8(5) included engineers because we even had medical technological appliances and equipment. That has been deleted. We have included a degree in pharmacy as a qualification everywhere, including chairing a meeting. Hon. Temporary Chairlady, what are you doing right now?"
