As the Committee Chairperson considers that, if you look at the Bill as originally drafted, it appears that Clause 21 was tailored for the Cabinet Secretary to be in charge of this process, but now we are changing this to the Board. The effect of that is what my colleagues have talked about. You are actually creating parallel advisory committees in the same organisation.
