    "content": "Secondly, the amendment allows the Board the discretion; it says, “The Board may”. However, in sub-clause (d), the new advisory committee will submit a report every six months and the Board “shall” submit it to the Cabinet Secretary. We are not establishing an advisory committee of the Board but appointing an advisory committee of the Cabinet Secretary because the Board does not have a discretion whether to submit or what to submit. The amendment says, “it shall”. It does not use the words “it may”. Therefore, there is a conceptual problem with this whole reformulation of Clause 21."
