    "content": " Thank you very much, Hon. Speaker. I rise to support this very important Bill. It is a very short one but seeks to introduce fundamental amendments which, as the Mover of the Bill has stated, have great effect on what this House does. Many Members of Parliament who are not lawyers would wonder what statutory instruments are, especially when it comes to what ranking these instruments have in our hierarchy of laws. Statutory instruments are also known as delegated legislation or subsidiary legislation. This is legislation that flows from the Acts of Parliament themselves. In the sections of Acts of Parliament, you will see power donated to a body to make regulations under that Act The electronic version of the Official Hansard Report is for information purposesonly.
