    "content": "The point of departure or the most important aspect of amendment I thought they would have moved is to delete that last part of Section 11(4), that there was legal approval during the period before it was laid on the Floor of the House. That is, probably, where the rains started beating us. Indeed, that is where we need to focus the major amendments. Hon. Vice- Chairperson, remember that I sat with you and we went through the Bill.
