    "content": " That is great, I want to say a few things. It is extremely wrong for Cabinet Secretaries to make regulations alone because they are supposed to implement the existing laws. In some cases, you realise that even before the law is changed, some Cabinet Secretaries come up with regulations like we witnessed in the agricultural sector. Last year, in June-July, the COVID regulations were gazetted and people started using them. Unfortunately, they were enhancing the people who have destroyed that sector. After coming in, we worked extremely hard to have those regulations withdrawn because they had already misled or misdirected the sector. So, it is important for us to secure that loophole.
