    "content": "All matters on finance should be going to the Departmental Committee on Finance and National Planning. All matters on health should be going to the Departmental Committee on Health. Matters on roads should go to the Departmental Committee on Transport and Infrastructure. Those on energy should go to the Departmental Committee on Energy. This will make Members take their time to understand those sectors. Because they will interact with them everyday in their oversight role, they have capacity and understanding. They have expertise on that particular field."
