Under Clause 5(4), this Bill proposes that we retain all receivables by the public health facility, which shall be considered a supplement. This is an important point, and I hope the Chairperson will need to make it very clear that there is no way that the county government will deny a health facility funds through the County Appropriation Bill simply because whatever they expect to collect could be enough to run them based on their budget. That is why I like Clause 5(4), which forces the county governments to continue funding those hospitals. Because of time, the other issue that we need to be very clear on is the disbursement from insurance firms or other relevant entities. Will those funds go directly to the health facility or again, they go through the long route of the county revenue account? We need to be very clear so that, if we are still working with the National Health Insurance Fund (NHIF), for example, if somebody went to Sio Port Health Centre, was treated and charged through NHIF, will that amount go to Sio Port Health Centre or first of all to Busia County and then be disbursed to Sio Port Health Centre? If that remains the case, then that money will never get there. The other issue that we need to be aware of is the management, which we are talking about on the county health management team, hospital management team and then health facility management team.
