    "content": " Thank you, Hon. Temporary Speaker. I stand to support the Facilities Improvement Financing Bill (Senate Bill No.43 of 2023). It is a good Bill that is going to make a big difference in our communities and also in our health care system in the country. There has been a lot of embezzlement and corruption in most of the health facilities. If you go to health facilities, you will find that most of them are in bad shape not because they wanted to but because of the way their funds were appropriated. As such, no funds were specifically ring-fenced for the improvement of health facilities. This Bill is going to make a big difference because it will ensure that most of the health facilities are well managed. The Bill provides for the health facilities to have management committees whose purpose will be to manage the facilities, and provide for how the funds will be managed. Part IV of this Bill is on Management and Administration of the Improvement Financing. It says that: “The County Executive Committee Member shall support the implementation of the facility improvement financing by facilitating effective collection and retention of facility improvement funds.” So, this Bill is going to make sure that whatever is collected will not be misappropriated and it will specifically go to the facility itself.
