    "content": " Thank you, Hon. Temporary Speaker, I beg to move: THAT the Primary Healthcare Bill 2023 Senate Bill No.44 of 2023 be read a second time. Hon. Temporary Speaker as you are aware, the Bill is aligned to the Constitution of Kenya 2010 as it facilitates the progressive realisation of the right to the highest attainment standard of health, including the right of the healthcare services guaranteed under Article 43 (1)(a) and Article 21(2) of the Constitution that requires the State to take legislative policy and other measures to achieve the progressive realisation of the rights guaranteed in Article 43."
