    "content": "We know that if facilities worked effectively, very few people would seek treatment in Level 4 hospitals and above. The work of primary healthcare workers is often made difficult by the fact that Level 2 and 3 hospitals are not well-facilitated in terms of equipment, nurses and clinical officers. Even when primary healthcare workers speak out about symptoms or diseases that could, otherwise, be treated early, they are let down by inefficiencies in our Level 2 and 3 facilities. That is what this Bill attempts to address so that they are well-equipped and are able to offer those services, so that fewer people reach out to Level 4 hospitals and above. I sense a lot of impatience in the House, but I do not know why. I strongly support the Bill. I hope that we will pass it."
