    "content": "From the onset, I also support this Motion. The future of this nation belongs to the young people who have shown that they are the greatest consumers of drugs and substances. That is why I support this Motion. Beyond Hon. Makali’s prayers that we initiate and establish rehabilitation centres, we also need to have a clear budget for supporting these rehabilitation centres. Secondly, the Fourth Schedule of the Constitution clearly places the mandate of drug control in the county governments. We also want to hold county governments accountable for what they are doing in controlling, destroying and reducing drug usage."
