    "content": "Mr. Deputy Speaker, Sir, regarding incentives to the producers, even in international markets, there is carbon trading which is part of the incentives. People are being given money because they are doing something good. That is carbon trading. People in Ndakaini, for instance, which has been used to supply water to Nairobi experience cold weather but they have no benefits. People of Naivasha - I must speak this one very loudly - are giving 10 per cent of the Gross Domestic Product (GDP) to the Government. I was looking at the budget for the Ministry of Water and Irrigation and I found that they have even reduced the little they were giving us from Kshs9 million to a humble Kshs7 million this time, whereas we have increased overall productivity from 7 per cent to over 10 per cent. I think we need incentives also. People who produce should be rewarded accordingly in terms of budgetary allocations so that they can continue producing."
