Mutuse and the team for work well done to recognise that this issue needs to be a substantive Bill but not in this omnibus Bill. There were issues with clearance by the EACC for somebody to access any employment opportunity. That will be putting a lot of blocks. When somebody applies for a job, and then you tell him he must be cleared first by EACC before the Public Service Commission or any other institution can employ him, we will make it very hard for Kenyans to apply for job opportunities."
