Temporary Chairlady, I beg to move: THAT, clause 18 of the Bill be amended – (a) by deleting sub-clause (1) and substituting therefor the following new sub-clause— “(1) Each county government shall prescribe criteria for grant of discounts and waivers on partial or whole of the payable interest and penalty rates due to it by the rateable owner through legislation. (b) by deleting sub-clause (2) and substituting therefor the following new subclause— (2) A county government that acts in accordance with subsection (1) shall consider – (a) rateable owners who make timely payment and are consistent; (b) the specification on the maximum percentage of rates that may be discounted or waived; (c) the period in relation to which the discount or waiver is to be considered for; (d) the circumstances to be considered; and (e) the procedure to be applicable for one to seek for a discount or waiver. Hon. Temporary Chairlady, we have redrafted this clause to clean it up."
