If you subject a ratepayer like me to Sections 96 and 97 of the Land Act, it means I am equal to a person who has borrowed money from a bank. I have not borrowed money but I have just defaulted to pay the rates. You cannot say that the conditions of a loan defaulter are equivalent to that of a rates defaulter. That is not true. It is inconsistent in law."
