    "content": " Hon. Temporary Chairlady, the valuation for rating is what we call central valuation and is a professional practice. So, my amendment to Clause 23 seeks to put very clear procedures and how it goes to the end; who sets the practice slots? How is it regulated? That is all I am saying. There is nothing that probably infringes on anybody’s rights. I am simply saying that the valuation roll shall be prepared in accordance to the relevant laws, defining the property and the location."
