    "content": " Thank you very much, Hon. Temporary Speaker. I think this House is now functus. There is nothing left apart from taking a decision as to whether this Bill can be read a Third Time. That is the only option left for Hon. Oundo—to have it rejected at the Third Reading. That is the vote to be taken after this. Having gone through all the processes and votes taken, there is nothing much to do. The only other option he has is to approach the Head of State, the President of the Republic of Kenya, and tell him not to assent to the Bill but to return it to us with the observations he has made. That is if we succeed in having the Bill read a Third Time. Once he does that, again, the Bill dies because we may not be able to raise the two-thirds. If the President assents to this, the only other option he has is to move the House for amendments or take it to court for a decision. For now, I believe we are functus."
