    "content": "It is important to note that food can only be given if the capitation is increased. It is unfortunate that this House passed a Ksh630 billion budget for the Ministry of Education, but that money has not even been released to our schools. Many schools across the country have not even received that very meagre capitation that we approved in 2015, and one wonders why we give this huge budget to the Ministry of Education."
