    "content": "Most Members of Parliament participated in this programme. You could find parents taking their children to school when it is feeding time. After that they would go away with their children. I witnessed that in my village. Therefore, if we are going to have the capitation for this programme, we should be very strict on who participates in it so as to encourage children to stay in school. Some parents are very careless as to take their children to school during feeding time and then go away on the pretext that the children are unwell. This is something we have observed. Therefore, I want us to very quickly pass this so that by next year the programme can start. We should increase the NG-CDF funding from the current 35 per cent to 45 per cent or more so as to incorporate it in the new CBC programme. I hope we shall be able to correct the mistakes we had in the past. Hon. Temporary Speaker, with those few remarks, I support this programme. Thank you."
