    "content": " Thank you, Hon. Temporary Speaker. I also thank my colleague for being magnanimous. Article 53 of the Constitution states that basic education is a basic right. The Government is supposed to put measures in place to ensure that that constitutional imperative is honoured. As rightly pointed out by Hon. Wakili Muriu, saying that basic education is free in this country is a complete misnomer. Most pupils are at home right now and teachers are having difficulties because of non-release of the capitation on time. I wholeheartedly support this Motion. The Government and the Ministry, in particular, should release the capitation in good time so that head-teachers are not put in trouble to ensure that students remain in school. Equally, I support the increase in capitation towards basic education. This is because you cannot make basic education compulsory and not create an environment for the realisation…"
