James Orengo, as the Minister for Lands, I was very optimistic that Orengo, who had been fighting for democracy; hon. Orengo, who had been fighting for transparency in this country; hon. Orengo, who had been fighting for human rights and the rule of law, he was the right person to clean the Ministry of Lands. But we are coming to the end of the 10th Parliament and the Ministry of Lands looks much dirtier than before hon. James Orengo went there. Mr. Orengo, you have one year to redeem yourself; you have 2012 to attempt to redeem your image and to clean up that Ministry of Lands."
