    "content": "Our position as a Committee is that we need to amend this Bill to be very clear on the limits we are talking about the youth. Some are millionaires. Those people are required to do work worth millions - like Ksh10 million, Ksh80 million or Ksh5 million. They cannot miss Ksh5,000. Someone said that this money can be recovered in the renewal process. I like the argument."
