    "content": " Thank you very much, Hon. Temporary Speaker, for giving me the chance to air my views on this proposal by Hon. Gikaria, who is one of the chairpersons of our committees. I have taken my time to go through this Report. Perhaps, Hon. Rindikiri should have provided more insight on the recommendations, which is one of the things I have looked at. To read verbatim on page 13 of the Committee recommendations: “The Committee, having considered the National Construction Authority (Amendment) Bill 2022 (National Assembly Bill No. 59 of 2022), the stakeholders’ comments on the Bill and the above observations, recommend that the House reject the Bill in its entirety.” The next sentence is quite interesting: “The Committee shall propose amendments to the Bill during the Committee of the whole House as contained in the Schedule.” According to the procedure, if we follow the proposal by this Committee to reject this Bill, that means the Bill falls. It means that it will not go to the Committee of the whole House for amendments, which is causing this confusion.
