"content": " Thank you, Hon. Temporary Speaker, for allowing me to support this Motion by Hon. David Gikaria, Member for Nakuru East. I remember that this Bill came in the last Parliament and proceeded, only that it did not go to the Committee of the Whole House. I want to thank Hon. Gikaria for picking it up and bringing it back again. I have known Hon. Gikaria for the third time, having been his Vice-Chair in the Departmental Committee on Energy and Natural Resources in the last Parliament, before we were sent to other committees by the powers that were at that time. We were fumigated. Hon. Temporary Speaker, Hon. Gikaria has always been passionate about the lowly in society, especially in Nakuru Constituency, where he has even had run-ins with the law to protect his constituents.
