    "content": "The second Message relates to the passage of the Primary Health Care Bill (Senate Bill No.44 of 2023) which was published vide Kenya Gazette Supplement No.169 of 15th September 2023. The Bill seeks to, among other things, provide a framework for the delivery and access to the management of primary health care. The Senate passed it with amendments on Thursday, 28th September 2023."
