    "content": "governing universities have come straight to the House through the Committee on Delegated Legislation. I would urge that we look at how we develop these regulations. It will be very important that before such regulations are presented before the House, they pass through the relevant Committee for input before being taken before the Committee chaired by Hon. Chepkonga. We cannot have this kind of situation where regulations for the entire university system are annulled on the Floor of the House."
