In fact, going forward, it should only be actioned by Parliament through the Departmental Committee on Transport and Infrastructure. The very good Cabinet Secretary has been a legislator. He understands that we are the House that has the power to make legislation. If we want devolution to work, we should be strengthening revenue-raising ability of counties, not making counties totally dependent on the National Government. We ask the Cabinet Secretary that instead of joining the bandwagon of dividing the national cake, he should help these counties bring in the ingredients that will help bake national revenue."
